Revision tag for language

It's important to track new change in en_US.php because it's simple don't see any of these changed.
For example, now, in "Core" is changed "*html blob*" with "*global content block*" (I watching the revision in svn) but is very difficult to find this in translations.

Also, I see that a little number of modules have a "ext" link for languages; is it possibile a direct link for export language data in the modules list?

I think it was discussed to at least add the last modification dates of english and translation files, then we know if we have something to translate. I will ask if it would be possible "to mark" in any way a modified/new string. if you have any idea, please post here.

I would to know before as the language forge works, if on language files only or there is a database behind
