Thanks DIGI3, The new host does use a specific host name, not "localhost" I believe I have the credentials correct as was tested by host admin. I manually cleared the cache but no luck. I'll double check the user permissions.

To solve this issue I exported the cms_routes table from an existing 1.11.x site and imported the cms_routes table into my 1.10.3 version. I then proceeded to upgrade to 1.11.13 without an issue.

Is the latest version of CMSMS compatible with php 7.4? Siteground is requiring all of my sites to be running php 7.4, I have over 20 sites using CMSMS and none are running php 7.4.
