I deleted the tmp/cache files and the admin panel loaded up with Theme manager showing under Layout. I click on it and it immediately (well, its very slow actually) switched me out of admin permission level and the Theme Manager option disappeared. Now I have no control at all again.

When I log in to 1.11.15. I log in using my admin password. At first it only gave me editor permissions which is why I could not see the theme Manager. Now it gives me no functionality at all. Theme manager missing in new Admin Panel
I dwonloaded and installed CMSMS 1.11.5 yesterday. It passed all the checks including php recent version. Unlike videos of earlier versions, there is no Theme manager under Layouts.
