For several months, very few corrections have been visible on the SVN. Does this mean that the planned change of platform has been implemented? If so, is it possible to access the new platform to be able to observe the developments of CMSMS?

You can use it with old browsers that do not support these css rules. Official sites (town halls for example) sometimes have backward compatibility requirements with very old browsers.

MicroTiny already does the job for PHP 8.1. So there is no urgency as long as it works. On the other hand, for tinyMCE webmasters who use it can't migrate to PHP 8 or 8.1 which becomes very annoying.
