I have no real idea what your exact problem is, but it says some file is missing. I'd advice you to download CMSMS again, re upload it on your ftp server, and then make the md5 checksum to be sure all files are there at step 1 or 2 (don't remember which one it is). Hi ! I have the same problem after upgrading from a very old version (1.5.4) to 1.11.1. Everything works but the httpd cannot write etc... I am pretty sure I'm not in safe mode. When I chmod 777 my tmp folder, everything works fine except module manager. But when cache is cleared, I have to chmod 77...
