Sorry I didn't include more information and should have. I'm running xampp on Vista. There's no way to change the permissions (there's no CHMOD or anything like that on Windows). That's why I was stumped. I'll try installing 1.10.3 again and then going through an upgrade to see if that makes a diffe...
