The PSR-0 is not only for third party modules but can really be used for your own modules libraries structures and come from PHP itself. I think that before the LTS, we should have a professional support in place. I think that the release cycle is one main version per year and bugfixes during the year, but I might be wrong.

jQuery 1.2.0 released and fix compat issue with 1.10
