The PSR-0 is not only for third party modules but can really be used for your own modules libraries structures and come from PHP itself. I think that before the LTS, we should have a professional support in place. I think that the release cycle is one main version per year and bugfixes during the year, but I might be wrong.

To add strait jQuery, go on http://jquery.com/ and read the manual ;-)

You can include the code directly in your templates (it should be escaped by {literal}Your js code{/literal} and/or put in files to optimise page loading.
