I don't think you can link directly, because the CSS code is stored in the database and then compiled and temporarily cached in the 'tmp/cache' directory. That file is being deleted and recreated randomly (during cache clearing). There are some modules that can export your theme into files, though, ...

The current CMS MS version is 1.10.3 and it is the only officially supported version at the moment. Your 3rd party modules are completely 1.10.x compatible, so there is no good reason not to upgrade. Well, I've tried and failed reproducing this condition on a 1.9.4.3 to 1.10 >> .... >> 1.10.3 upgrade. For me, it works OK. Haven't tried showing the UDT on a page/Template, though.

It's a CSS problem. It looks OK in Firefox, but Internet Explorer is not rendering it right.
