Yes, regular non-admin Frontend users are supposed to be able to register a provider without access to the admin panel (that's the whole idea :-) I did some testing on my own installation and managed to reproduce at least part of the problem you're experiencing. This problem was caused by a redirect problem where the OpenID module processing should have been done on a page that the user wasn't allowed to see. Google can be a bit tricky since it does a separate endpoint lookup behind the scenes. Simpler providers like MyOpenID is most often easier to get working.
