2.2.10 Test for remote URL (test_remote_url) Failure

Hi all

Running Freebsd 12, PHP7.3.

Tried to do an upgrade but was not successful. We were running 1.12.1 but the database schema would not upgrade.

However, 1.12.1 was working perfectly.

Installed the new 2.2.10 in a clean directory - but still get the remote URL failure. Any ideas?
