UPDATE:
Checked it out in Opera 9.6 and I can't duplicate your issues
Maybe it just a resolution size problem, will test that.

Finally solved my problem by removing the Tag
and using this menu tag
{menu template='bMenu' start_element='8.1' show_root_siblings='1'}
{cms_module module="bMenu" styleid="82"}
and using this menu tag
{menu template='bMenu' start_element='8.1' show_root_siblings='1'}

upload the php files to your plugins directory.
then in your template change {menu} tag to {cached_menu} and change {content} to {ccontent lifetime='3600'}
