It`s not really a bug, rather wrong settings on server.

You can "remove" it by adding at the beginning of function.assingfiles.php

I`m using this as a part of bash script, which also generates the zip and bzip2 archives.

For wget u need webserver running, here it is not needed.

The trick was to remove the lang/ext from the module directory so the svn can download files from external.
