I actually have had this problem a few times. The first time I deleted and re-created the page, a HUGE inconvenience, but it worked. This last time i tried something different - I simply changed the content type to something different and back again. Voila, the submit/apply button accepts changes now.

Well I have learned a bit more. The admin was not actually deleting all of the files in templates_c, even though it told me the cache was cleared. I deleted these files and the changes are now visible!
However, what is to prevent this from happening again?
I have been having page Cache issues with a cmsms site. When making some changes the page cache seems to get stuck.
