SOLVED
Yes it was server side problem, my ip (or isp) was blocked, dont know why, but now its working )

[SOLVED] Cannot access admin page 403
When trying to open admin page i get this
"You don't have permission to access /admin/ on this server."
I CAN open admin page from different machine and different IP,
so i think my IP is blocked or something.
Im new in CMS so i dont know where i can remove blocked IPs.
