Frontend User Management ( bug or something odd ) Topic is solved

i am new to CMSMS so i am totally willing to admit that i have done something wrong on my part.
i installed and followed all of the directions for all the Modules and every thing installed fine
but when i go to Frontend User Management
the buttons

Properties
Groups
Users
Admin
Preferences
Login Template
Logout Template
Change Settings Template
Forgot Password Templates

do not work well i think they do here is what is happening,

the rollover the the buttons works fine.

when i click properties, groups and so on nothing appears to happen.
        - no page refresh or load
        - no call to the server from the bar at the bottom

just a big blue nothing below the menu box

now if i hit refresh in my browser  for about 1/8 of a second you can see that something is behind the big blue nothing
it is options and text fields from what i can tell.


so it seems like for some reason this big blue frame is covering up what ever i need to get to, to change and setup the user prefs.
