Galant Theme not working properly with 1.10.2

Well, it is working on sites I've upgraded, but on new installations, it seems to be missing the background images and icons. There are some icons there but they seem funny.
I have tried deleting Galant via ftp on new installations and uploading the Galant folder from one I know is correct, but it doesn't work.
I also experimented with the latest revison of Galant and the same thing happened with the images.
