When you look at the number from the mathematical point of view, it's not really "there".
I know you want:
1.9.1
1.9.2... etc.
then
1.10
but you normally erase the zero and you have 1.1
which is lower than 1.9.
I've never seen in any script such naming. This is what I call a mistake.
