To me it looks lot like the menu of the CSSmenu left + 1 column template that is provided with CMSMS.
You would just have to do some restyling in color and border radius.

It is driven by jQuery if you look at the page source you will see it has a basic menu template with a couple of classes added to it and the script used to make it expand/collapse, note the parent pages aren't pages but most likely sectionheaders with new logic for the class...
