Group permissions allowed to reorder (move) pages

I've setup a group of uses called vice editors and they can only edit and delete the pages they own/create; but there's no option to allow the group members to reorder the pages.  The only way this can currently be done is if the "manage all content" option is active, and if that option is active then any user can edit any and every page.  Thus, defeating the purpose of having different groups with different permissions.
