disabling moduleManager

it may sound like a silly thing to do, but in the 1.xx series i used to disable the moduleManager when i wasnt using it. in the 2.x series, with its combined module and moduleManager interface, there's still the option to disable the moduleManager, but once disabled, no more GUI tool to enable it again. no big drama, but i think the disable option should be removed if it can't be undone without database edits.
